I think the AP failover configuration is set correctly in the WLC, the 5 APs with HIGH PRIORITY fail over successfully to the backup controller, but not all CRITICAL ACCESS POINTS fail over - ie the remaining 2 APs not successfully failed over to the backup controller due to insufficient licenses configured.
